Dević: The most responsible thing to do is for Edin Forto to resign

SARAJEVO, January 10 (FENA) - Mahir Dević, head of the caucus of the Party for Democratic Action (SDA) in the Sarajevo Canton, said today that the most responsible solution to the current situation in the canton would be for the incumbent Prime Minister Edin Forto (Our Party) to resign.

He warned that this year's budget has not been adopted yet, or the decision on quarterly interim financing, and if that does not happen by January 31, all the cantons' financial flows will be put in question and all payments will be suspended. Dević believes the Prime Minister would not allow it.

He estimated that the new parliamentary majority, made up of the SDA, the Alliance for a Better Future (SBB), the Democratic Front (DF) and the Bosnian Party (BOSS), has shown responsibility by demanding the signatures of 18 MPs to hold an emergency session to adopt a budget revision for 2019 as well as the budget for 2020 and supporting documents.

However, Dević points out, the current prime minister did not show any understanding because he sided with the minority in the Sarajevo Canton and behaved unprofessionally because he had to put the interests of the citizens first.

“The Prime Minister did not come to a session we held. They challenged that session on the grounds that it was convened illegally, and now they are bringing up the issue of vital national interest in the case of the said session,” Dević added.

Since the Prime Minister did not show up at the session, they were forced to remove those items from the agenda of the session, and Dević further points out that there is a complete blockade of the assembly in force by former Assembly Speaker Elmedin Konaković (People and Justice Paryt), who did not want to chair the session.

He noted that this is an unrecorded case where the minority tries to dictate the decisions for the majority and where the minority interprets the laws to the majority and places itself in the role of the Constitutional Court of the Federation of Bosnia and Herzegovina and in the role of the prosecution.

In the meantime, Dević points out, a compromise solution will have to be reached in order to make a interim financing decision, urging the end of this behavior by the current power in the canton, since the Sarajevo Canton is not anyone’s private property.

"Prime Minister Forto should have stepped down and exclude himself from all what was happening in the Assembly and accept the fact that there is a new parliamentary majority which will make decisions from now on," he said.

Speaking about the issue of vital national interest, he emphasized that this was done only to delay the decision on the appointment of Čelik as the assembly speaker, adding that this was in no way a violation of the national interest of the Croat people.

He believes that the national interest of Bosniaks has been violated since 17 Bosniak deputies out of 29 in the caucus made a decision on Čelik’s appointment, but instead, two deputies from the Croat caucus raised the issue of vital national interest and challenged the right of the Bosniaks to appoint a chairman.

He also recalled that the current chairman was appointed from the Bosniak caucus which is why he does not see how the vital interest of the Croats has been violated, especially since Danijela Kristić is still the co-chair of the Assembly.

“The decision they made is unlawful, it is not in accordance with the Constitution, and we will prove it,” said the head of the SDA caucus in the SC Assembly.

He concluded that it would be the most responsible for Prime Minister Forto to resign, because if he does not have parliamentary support for passing laws and decisions, therefore he should step down.
