Quality management a key tool for more efficient public administration

SARAJEVO, November 28 (FENA) - Public Administration Reform Coordinator Dragan Ćuzulan told reporters in Sarajevo today that Bosnia and Herzegovina is still in a phase of early reform and is underperforming in many areas of public administration reform.

“When it comes to quality management common assessment framework (CAF) we can say that we are, in a way, regional leaders, that we have made significant strides together with North Macedonia, in the way that many of the countries in the region, Serbia, Croatia and Montenegro, take on certain results that we have made in the CAF area,” said Ćuzulan at the sidelines of the conference "Quality Management - Changing Awareness in Public Administration", which is taking place today in Sarajevo.

The aim of the conference is to inform the representatives of BiH institution about the tools, models and systems for quality management and raising awareness on the need to transform public administration in a way to be more customer and citizen oriented.

It was organized by the Public Administration Reform Coordinator's Office, the Institute for Standardization of BiH, the BiH Civil Service Agency, the RS Civil Service Agency, the FBiH Civil Service Agency, supported by the GIZ Strengthening Program implemented by the GIZ on behalf of the Government of the Federal Republic of Germany and the Government of the United Kingdom.

“The model that is widespread and applied in developed countries, the public administration reform implemented in the EU countries today, is relatively new to BiH. North Macedonia has a law that obliges institutions to apply CAF as quality management.

BiH still has no legal obligation, but more than 20 state-level institutions have implemented the CAF and are implementing it as a quality management model,” Ćuzulan noted.

He says that today he has proposed to introduce some kind of quality management awards in the coming period for those institutions that achieve exceptionally good results.

He pointed out that there are institutions at different levels of government that are achieving good results and that there is reason to validate this in some way.
