STRASBOURG / SARAJEVO, November 10 (FENA) - Bosnia and Herzegovina will not be represented in the Council of Europe Parliamentary Assembly (PACE) unless the BiH Parliamentary Assembly (BiH PA) appoints a new delegation by January next year.
As FENA learns in the Council of Europe, according to the rules of the Parliamentary Assembly of the Council of Europe, there is no possibility for the BiH PA to submit the list of new state delegation by January 2020 - when all delegations must submit new credentials.
This also means that if the BiH Parliamentary Assembly does not submit credentials by the beginning of the session of the Council of Europe Parliamentary Assembly on January 27, 2020, BiH will not be represented in the Council of Europe Parliamentary Assembly for another year.
When questioned about the consequences, the Council of Europe clarifies that there are no "sanctions" applied in such a situation, but recalls the statement of two co-rapporteurs of the Council of Europe Parliamentary Assembly for BiH, who said that "the absence of the BiH parliamentary delegation in the the Council of Europe Parliamentary Assembly sends very bad message about the country's ability to respect its commitments in fields of democracy, the rule of law and human rights. "
Bosnia and Herzegovina is the only one out of 47 member states of the Council of Europe that does not have a delegation in the Parliamentary Assembly of this organization, since parliamentary delegations have not been formed following the general elections in 2018.
