SARAJEVO, October 28 (FENA) - A delegate in the House of Peoples of the BiH Parliamentary Assembly and SDP BiH Vice-President Denis Bećirović has publicly called on the Speaker of the BiH PA House of Peoples, Dragan Čović, to convene a session of that highest legislative body of the state of Bosnia and Herzegovina within seven days.
Bećirović states in his open appeal to Čović that it has been more than seven months since the constitution of the House of Peoples of the BiH Parliamentary Assembly and that unfortunately the House of Peoples has been completely blocked. He also notes that the House of Representatives has not been working for more than eleven months.
“This is a flagrant violation of the Dayton Peace Agreement, the Constitution of BiH and the Rules of Procedure of the House of Peoples and the House of Representatives,” says Bećirović.
He points out that the House of Peoples has not passed any laws in the new convocation, that there are more than 30 pending laws in the parliamentary procedure, and that dozens of important international treaties are pending, "causing enormous economic damage."
Bećirović also recalls that no delegations have been appointed by the BiH Parliamentary Assembly to the Council of Europe’s Parliamentary Assembly. Also, no members of the standing committees of the House of Peoples were appointed: the Constitutional Committee, the Committee on Finance and Budget and the Committee on Foreign and Trade Policy, Customs, Transport and Communications.
“Hundreds of millions of euros have been blocked for capital investments and public works that mean hiring thousands of workers in Bosnia and Herzegovina because of obstructions and a complete deadlock in the work of state institutions,” said Bećirović.
