Fighting corruption requires a strong judiciary, new technologies and laws

SARAJEVO, October 16 (FENA) - Successful corruption prevention is a complex task that requires a strong judiciary, modern technologies, a comprehensive legislative framework and citizen participation in this process, journalists learned before the opening of the regional conference "Anti-Corruption Mechanisms in the Civil Service System of BiH and Countries in the Region", organized today in Sarajevo by the Civil Service Agency of the Federation of Bosnia and Herzegovina and the OSCE Mission to BiH.

The FBiH Civil Service Agency Director Refik Begić emphasized that in recent years, they have been intensively working on improving the civil service system and that, within the FBiH Government's program, which has set high goals, they want to eliminate any weaknesses in the civil service system that can produce negative results and violate the integrity of the FBiH civil service.

He stressed that the goal of the conference was to strengthen internal capacities to restore the shattered integrity of the civil service and its officials.

As one of the weakest links in the system, Begić cited, among other things, inadequate job analysis and the level of competence of workers, and added that the Agency has launched several initiatives to determine how to recruit civil servants able to respond to tasks at hand.

“The commitment of the FBiH Civil Service Agency and the Government is to introduce new standards and measures when hiring individuals into the civil service,” concluded Begić.

The OSCE Mission to BiH Program Officer for Corruption Nihad Gavranović said that they are working intensively to strengthen anti-corruption capacities at all levels of government in BiH, and that this is one of the OSCE Mission's main visions.

While working in this field, he noted, they have noticed a different level of knowledge of civil servants about anti-corruption mechanisms and for that reason they have organized a series of trainings for 1,000 civil servants over the past two years.

“The conference marks the successful completion of these trainings and we want to provide an opportunity for all relevant stakeholders to exchange information and experiences, which is why we have invited the guests from the region to attend,” concluded Gavranović.
