Guidelines for a strategic cybersecurity framework in BiH presented in Sarajevo

SARAJEVO, October 11 (FENA) - The Guidelines for a Strategic Cybersecurity Framework in BiH were presented on Thursday in Sarajevo.

Over 80 representatives of the security sector, law enforcement agencies, academia, the private sector and the international community in Bosnia and Herzegovina (BiH) gathered today in Sarajevo at the presentation of the Guidelines for a Strategic Cybersecurity Framework in BiH.

This is the first document in the country that will set a framework for a comprehensive and strategic approach in responding to serious cybersecurity threats in a more systematic manner.

They were developed under the auspices of the OSCE Mission to BiH and with the support of the Delegation of the European Union and the Office of the European Union Special Representative to BiH and the Geneva Center for Democratic Control of the Armed Forces (DCAF).

“Endangerment of cyberspace security, be it cyber threats, terrorism, escalation of relations between states, illegal trade, and all types of cybercrime, has long been not within the scope of local, but rather global. Safe, open and stabile cyber space is not just an essential need of our state institutions and society as a whole, but it implies the principles and standards in this field that Bosnia and Herzegovina has to adhere to within its membership in the United Nations and the OSCE, as well as within the integrations we aspire to,” said Marina Pendeš, Minister of Defense of Bosnia and Herzegovina.

She reminded that an Action Plan has been drawn up so far to implement the Cyber Security Strategy by 2023. This year, the BiH Ministry of Defense established a team aimed to respond to cyber incidents, which will work on s prevention of any negative effects in cyberspace.

Pendeš expressed gratitude to the OSCE Mission to Bosnia and Herzegovina, under whose auspices, the guidelines have been developed that will provide the basis for drafting strategic documents to address challenges in this area at various levels of government.

“These Guidelines provide the basis and a good practice model for developing strategic documents dealing with related challenges at different levels of authority. The document is overarching in nature, addressing the foremost points in enhancing the cybersecurity of the country and its institutions, while entailing the highest international standards,” stated Kathleen Kavalec, Head of the OSCE Mission to Bosnia and Herzegovina.

She added that the OSCE Mission to BiH will continue to be a committed partner to institutions in BiH and provide support in implementing future strategies, action plans and mechanisms developed in accordance with these Guidelines.

In order to achieve greater cybersecurity, the European Union will launch a regional project dedicated to the Western Balkans next year, worth eight million euros.

“In addition, we will be conducting a Twinning project in BiH in parallel, which will be dedicated to strengthening the capacities of law enforcement agencies in the field of cybercrime and security,” said Elisabet Tomasinec, Head of Political Section at the EU Delegation to BiH and EUSR in BiH, on the occasion of the presentation of the Guidelines that are greatly needed because BiH lacks a comprehensive strategic approach to address cybercrime threats.

The document defines a minimum number of goals and activities that will lead to concrete and measurable results for managing cybersecurity.
