Zvizdić: A series of financial agreements await adoption at parliament

SARAJEVO, September 10 (FENA) - Speaker of the House of Representatives of the BiH Parliamentary Assembly, Denis Zvizdić, told reporters today that no consensus has been reached on holding the second regular session of the House of Representatives of the state-level parliament.

“My personal view was that it was necessary to hold a regular session at which we would finalize the process of constituting the House of Representatives of the BiH Parliament, which entails the appointment of competent committees. We did not have a consensus, since earlier views were not changed, especially from my esteemed colleague Nebojša Radmanović,” said Zvizdić.

He added that he would continue to work on further harmonization of attitudes and creation of preconditions for holding the second regular session of the House of Representatives of the BiH Parliamentary Assembly, "which implies constant communication and, in the forthcoming period, maintenance and extension of the Collegium of the House of Representatives of the Parliamentary Assembly."

Zvizdić explained that he was particularly in favor of holding a regular session at which the committees would be appointed, primarily because of the fact that the budget of the BiH institutions, which had not been adopted in parliamentary procedure, had not yet been adopted, and that a whole series of financing agreements totaling 772 million euros is intended to build transport and utility infrastructure. Priority for the construction of the Vc highway, but also for the construction of communal infrastructure in a number of municipalities throughout BiH. This includes the construction of wastewater treatment plants, water supply systems, sewage systems, landfills, environmental protection, public transport etc.

Zvizdić noted that all the caucuses in the PA BiH House of Representatives submitted their proposals to members of the committees, "which means that we all agree that the committees are appointed."

“We did not receive such a proposal solely from the SNSD Caucus and the party led by Nenad Stevandić. This is the main reason why one cannot go into the procedure of appointing committees which, in order to function fully, must be completely appointed,” explained the Speaker of the House of Representatives.

He stressed that he was a legalist and that he would behave exclusively in accordance with the Rules of Procedure, and that he would try to speak once more as part of the enlarged Collegium session.

“We will see what the views of the enlarged Collegium are. After that, I will decide whether to convene a regular session or maybe we will already have a common position of the majority in the enlarged Collegium, or a consensus on the need to adopt important agreements for all BiH citizens,” said Zvizdić.
