Bećirović: Kulin Ban Charter is a political, legal and historical document

SARAJEVO, August 29 (FENA) - The Bosnian ruler Kulin Ban's Charter, which today marks its 830th anniversary, will remain permanently embedded in our memory and heritage as a cultural, political, legal, sociological and historical document, stated today a deputy from the Bosniak caucus in the House of Peoples of the BiH Parliamentary Assembly and Vice-President of the Social Democratic Party (SDP BiH) Denis Bećirović.

Today, in his address on this anniversary, he reminded the public about this most important written document confirming the statehood of BiH. Bećirović noted that the Charter also testifies that Bosnia was one of the oldest states in Southeast Europe.

“Historiographies in Serbia and Croatia dealing with the medieval Bosnian state often perform appropriation of our state and history, distorting fundamental facts. They seek to legitimize the across the board acts of negation of Bosnia and Herzegovina’s historical existence,” underlined Bećirović.

Modern Bosnia and Herzegovina does not do enough to affirm medieval Bosnian history and the evidence that the ruling structures do not understand the importance of building awareness of the continuity of the medieval Bosnian state, Bećirović sees in the fact that the only place where we can see this document of great importance in public is in downtown Tuzla in the city park where there is a stone on display with the carved in part of the Kulin Ban Charter.

The importance of this document is reflected in the fact that it is the oldest secular monument in the South Slavic region written in the Bosnian variant of the Cyrillic script – ‘Bosančica’ and it is also the oldest legal document in the South Slavic area written in the vernacular.

Bećirović also noted that the Charter points to the fact that the Bosnian state at that time had a territory, its people, a ruler with a title of ‘Ban’ and a reputation that went beyond its medieval borders.

Also, the Charter undoubtedly testifies to the existence of a state apparatus, the court’s office and is an important proof of the existence of a strong medieval state of Bosnia. The title of ‘Ban’ also carries with it some of the executive and coercive apparatus, which means that a feudal power structure also existed.

Bećirović further notes that the Charter reaffirms the strength of the Bosnian state, which issued the guarantees to Dubrovnik traders the freedom of movement and trade, and exemption from customs duties.

On August 29, 1189, Bosnian ruler Kulin Ban sent the Charter to the Prince of Dubrovnik, Krvaš, in order to regulate the trade relations between Bosnia and the Republic of Dubrovnik.
