Ganić: Request from EU PC16 steel quotas for BiH

ZENICA, July 29 (FENA) - Prime Minister of the Zenica-Doboj Canton Mirza Ganić sent a letter to BiH Council of Ministers chairman Denis Zvizdić and Prime Minister Fadil Novalić asking them to engage in solving the problems of the company ArcelorMittal Zenica caused by the measures introduced by the European Union protection measures regarding steel and steel products, which should remain in force until July 2021, announced the PR Office of the Zenica Canton Government.

Given that BiH did not receive a state quota for the production of hot-rolled wire and steel bar rods PC16, ArcelorMittal Zenica, as the largest steel exporter from Bosnia and Herzegovina, applied this quota only to ribbed concrete steel in PC13 rods, while PC16 can only be imported into the EU within the Global Quotas because ArcelorMittala's volumes are less than five percent of total EU imports.

As Turkish producers have fulfilled their state quota in a very short time, they have worked for the overall Global Quota, so ArcelorMittal, as a small producer, can no longer sell its wire and rods in the global quote because this quota has already been exhausted.

If such a situation is continued, there are possibilities for job losses as PC16 produces a wire and a rod account for 65 percent of the total production of ArcelorMittal Zenica.

“Considering that BiH has signed an EU Stabilization and Association Agreement that regulates relations between BiH and the EU, which implies free trade and abolition of customs, we believe that the EU should exempt our state from safeguard measures and reduce the 5% exports in the period 2016-2018 to 3% of exports for PC16. All members of the World Trade Organization (WTO) received the State Quotas, but BiH has not issued it, although ArcelorMittal's export was 4.95%,” said the Zenica Canton Prime Minister.
