Zvizdić: I expect the budget of BiH institutions to be adopted soon

SARAJEVO, July 23 (FENA) - Chairman of the BiH Council of Ministers Denis Zvizdić said at today’s press conference after the session of the CoM that more than 50 items of the agenda were considered and unanimously adopted and one of them is the Decision on Interim Financing of the BiH Institutions and International Commitments for the period July-September 2019.

He said that he expects the budget of the BiH institutions for this year to be adopted as well.

He recalled that at the end of January, beginning of February, the Council of Ministers of BiH forwarded the draft budget the BiH Presidency and "for almost six, seven months the budget await the BiH Presidency, which is supposed to adopt it forward it to the Parliamentary Assembly of BiH."

If this does not happen, in line with the Constitution of BiH and the Law on Financing of the Institutions, the implementation of the budget at the level of 2018 will continue.

“If there the new budget is not adopted by September, then we will continue with the practice of adopting the decisions on interim financing. But I urge the BiH Presidency to adopt the budget and send it to the parliamentary debate,” said Zvizdić.

He said that at the session they also had the Proposal of the revised State Strategy for the work on war crimes cases, which was already several times before the Council of Ministers of BiH.

He added that today's material has not been adopted because the strategy and any of its parts have not been updated yet.  

Zvizdić said that, until such issues are resolved, no preconditions for the adoption of the Revised War Crimes Strategy at the level of the Council of Ministers of BiH would be created.

“We will all strive to incorporate international norms and standards into this strategy, which must be based on relevant indicators, international law and the truth about what happened in BiH from the period 1992-1995,” said Zvizdić.

Today, the Council of Ministers of BiH has, among other things, adopted two draft amendments related to the financing of the project between the Ministry of Finance and the Treasury of BiH and KfW related to the realization of an important project, the collection and treatment of wastewater in Bosanska Gradiška.

Zvizdić said that this is a very serious project with an investment value of about 14 million euros, and that this is an extremely important project for all inhabitants of Bosanska Gradiška.

The Draft Grant Agreement between the Development Bank of the Council of Europe and BiH regarding the sixth phase of the Regional Housing Program was also adopted.

Zvizdić says that this is an extremely important project for BiH, whose goal is to solve the housing issue for about 5,400 households, or 14,000 people.

“The value of this phase of the project is 14.8 million euros, with the goal of restoring and constructing 235 family houses and 380 apartments in residential buildings for displaced persons and returnees in BiH,” said the Chairman of the Council of Ministers of BiH.

At today's session, an initiative was also launched to start negotiations for a public transport project in the City of Sarajevo, between BiH and the European Bank for Reconstruction and Development.

Zvizdić said that the Sarajevo Public Transport Project consists of two components: the first is rehabilitation, reconstruction, modernization of the tram system in Sarajevo, and the second component is the modernization of vehicles for public transport.

“The project can be valued at up to 35 million euros, of which the first component is worth 20 million euros, and the second component 15 million euros, under very favorable conditions such as 15 years of repayment with low interest rates and three years grace period,” explained Zvizdić.

He said that another important document was adopted, giving a precise date for the start of the operation of the State Institute for the Execution of Criminal Sanctions, Detention and Other Measures.
