Džumhur: State of nation currently one of the greatest issues in BiH

SARAJEVO, July 18 (FENA) – The Institution of the Human Rights Ombudsman of Bosnia and Herzegovina and United Nations Population Fund (UNFPA) organized today the public discussion on the report entitled “Sexual and reproductive health and gender based violence in BiH”.

The chairperson of the Human Rights Ombudsman Institution of BiH Nives Jukić said that the report aims to raise citizens' awareness in the areas of rights in this area, such as psychological and physiological factors of sexuality, contraception, protection against gender discrimination, reproductive health and other areas.

“This report was first produced in BiH on the theme most commonly associated with women's rights, which is not correct because it is very important for the whole society. The report is in the research phase, and we will meet again when we finalize the recommendations,” explained Jukić.

UNFPA Representative Enida Imamović emphasizes that the discussion was held on the occasion of the World Population Day, which is dedicated to marking the 25th anniversary of the International Cairo Conference held in 1994.

“The emphasis of the World Population Day is on complete elimination or zero cases of maternal mortality, unsatisfied with the need for contraception and violence against women and girls. No country in the world can boast of achieving all these goals. BiH does not have any cases of maternal mortality, the percentage of unsatisfied needs for contraception is nine percent, and even every other woman aged 15 and over was at least once a victim of gender-based violence,” Imamović said.

BiH Ombudsman for Human Rights Jasminka Džumhur adds that the state of the nation is currently one of the most important issues in BiH.

“A significant factor is the issue of the population, i.e. where we are today with the population. Although we are referring to the 2013 census statistics, certain UN parameters suggest that BiH will lose more than 40 percent of the population by 2050. It is not just about a higher mortality over birth rate, but also about the issue of brain drain. The research also deals with the efficiency of maternity protection mechanisms, and through this mechanism it is intended to point to unequal treatment of the family in receiving benefits in the Federation of BiH,” said Džumhur.

She adds that the mapping that has been completed suggests that BiH has significantly harmonized legislation with international standards, which is a good starting point for progress in this area, but problems arise in approaches and procedures and in the high degree of preventive action.

“A lot of funding goes for reactive action, and a small part of the funds is allocated for preventive action. Prevention is a gray zone across BiH,” she concluded.

Conclusions and research guidelines will determine what action should be taken, and the legislative bodies are expected to respond positively to the recommendations of the Institutions of the Government.
