Džaferović: BiH committed to resolving all the disputes among the countries

JAHORINA, July 9 (FENA) - Member of the Presidency of Bosnia and Herzegovina, Šefik Džaferović, said today that the region of Southeast Europe faces numerous challenges that can be solved only by working together to overcome issues such as migration, abuse of dual citizenship, but also to achieve a higher level of reconciliation and respect for the victims of the past war.

In his address to the participants of the second day of the Summit of the Southeast European Cooperation Process (SEECP) that is taking place today on Mount Jahorina, the gathering that ends the one-year chairmanship of BiH over this regional initiative, established 23 years ago, he noted that Member States have achieved significant progress since then, but there is still a lot to be solved.

He emphasized that membership in the North Atlantic Treaty Organization (NATO) and the European Union is crucial for the future of the region, as well as security and progress, and the improvement of relations in the region is necessary due to joint actions in terms of migration, fight against terrorism and violent extremism, organized crime and illegal arms trafficking.

He underlined that BiH is very committed to regional cooperation and the policy of good neighborly relations, as well as to resolving interstate disagreements in a peaceful manner, while respecting the principles of international law, and in addition, BiH is in favor of dialogue and the search for solutions to outstanding issues because it is one of BiH's fundamental external priorities.

Speaking about the migration crisis, Džaferović warned that it has escalated in BiH in the last two years, and dealing with this issue has revealed weaknesses in institutional capacities and regional cooperation, bearing in mind the fact that migrants in BiH come from the territory of the European Union and therefore the focus of this issue cannot be only on the immediate border between the EU and BiH.

“BiH has not caused this migrant crisis, and this issue cannot be resolved independently, which is why we expect the EU to provide strategic and organizational support to the BiH institutions,” - said Džaferović.

He believes that the matters are additionally aggravated by organized crime happening in connection to migrant processes as well as trafficking in human beings, and Džaferović warned that the hampered stability reflects on social and economic conditions and the overall social environment.

To Džaferović, areas of political instability and legal insecurity represent an unfavorable environment for economic development, and countries face the departure of young people, the lack of labor force and the demographic deficit, and all these problems can only be solved jointly.

In the segment of ​​judiciary and the rule of law, which is the basis of modern and developed societies, the promotion of regional cooperation is necessary, and in this regard, he drew attention to the problem of the abuse of dual citizenship, which raises the issue of the rule of law and security.

“Convicted individuals that are tried and sentenced in one state for the gravest war crimes and crimes in another state, are being released on appeal or their sentence gets significantly reduced after which they are released. It is impermissible that the perpetrators of such offenses can easily avoid justice and in that sense there must be a step forward and for the perpetrators to be held responsible for their crimes,” stressed Džaferović.

The purpose of dual citizenship, said Džaferović, is not to abuse the law, but to make it easier for the citizens.

He assessed that significant progress has not been made in the region when it comes to dealing with the truth and the need to restore confidence between states and different ethnic groups, there has even been a slowdown and a downturn in that sense because of the disregard for international court judgments, in addition to inflammatory rhetoric and intensive arming that questions safety and stability.

He concluded that it is necessary to preserve the European perspective for the countries of the Western Balkans, as this remains the basis for reform in the region; therefore it is important that the accession of all countries in this region of the EU remains one of the priorities of the European Union.

He expressed regret that the representatives of Kosovo did not attend this gathering, buthe wished them a successful presidency that they will take over from Bosnia and Herzegovina.
