Osmanović to send protest letter to Minister of Serbia, expects OHR reaction

SARAJEVO, July 3 (FENA) - Minister of Civil Affairs of Bosnia and Herzegovina Adil Osmanović will send an official response, a protest letter, to the Minister of Education, Science and Technological Development of Serbia, because he signed an agreement with the Minister of Republika Srpska without agreeing with the state level of Bosnia and Herzegovina, it was said by the Ministry of Civil Affairs of BiH.

“Regarding the information that surfaced in media outlets on the signing of the Agreement on joint activities of Republika Srpska and Serbia in the area of ​​quality assurance and recognition of accreditation in higher education, signed by Minister of Education, Science and Technology Development of Serbia and Minister of Science and Technology Development, Higher Education and Information of Republika Srpska, I want to notify the public that the Ministry of Civil Affairs of Bosnia and Herzegovina has not been consulted or acquainted with the content of the said agreement in any way, nor with the procedure for its conclusion.

After obtaining the text of this Agreement and inspecting its contents, I will also send an official response to the Minister of Civil Affairs of Bosnia and Herzegovina, i.e. a letter to the Minister of Education, Science and Technology Development of Serbia,” said the Minister of Civil Affairs of BiH.

He reminds that under Article III, paragraph 1 of the Constitution of Bosnia and Herzegovina, the jurisdiction in the field of foreign policy lies with state-level institutions and such institutions must be consulted for the conclusion of any such agreement. The Parliamentary Assembly of BiH must first give its approval.

The establishment of special parallel relations between entities in Bosnia and Herzegovina with neighboring countries must be in accordance with the sovereignty and territorial integrity of Bosnia and Herzegovina, the Minister of Civil Affairs notes.

The Minister of Civil Affairs of Bosnia and Herzegovina, as he noted, expects the reaction of international institutions and organizations in Bosnia and Herzegovina, primarily the Office of the High Representative and the Delegation of the European Union to Bosnia and Herzegovina.

Any action contrary to the Constitution and the laws of Bosnia and Herzegovina, as well as the interference by the neighboring state institutions in internal affairs and relations in Bosnia and Herzegovina, does not lead to improvement of cooperation and good neighborly relations nor to the improvement of the quality of education, he also noted.

The Minister urges the Agency for the Development of Higher Education and Quality Assurance of Bosnia and Herzegovina, as an independent administrative organization and competent educational institutions, to work together without delay to solve a problem resulting from a delay in the accreditation process of the University of Banja Luka and the University of East Sarajevo.
