Milićević: FBiH Govt. has behaved very responsibly in managing public funds

SARAJEVO, February 20 (FENA) - The FBiH Finance Minister Jelka Milićević said in an interview with FENA that the FBiH Government has behaved very responsibly in managing the public funds over the past four years.

She noted that the Government is happy that the conditions have been met for the adoption of the Draft Budget of the Federation of BiH for 2019 in the amount of 2,653,000,000 KM.

“May are saying that this year's proposed budget is reduced compared to last year's. Specifically, the amount is reduced only in the part of capital investments, which is about 250,000,000 KM, and this part is related to the dividends from public companies, specifically collected and directed to a special project account for infrastructure projects, especially for road infrastructure. These funds are now transferred to the project account and have still not been spent, and the government has determined the program for spending of these funds,” Milićević said.

“All other categories of tax revenues are higher than last year. We also tried to keep control of public spending, which has been recognized this year,” explains Milićević.

Speaking about funds for salaries from the FBiH budget, as their increase has been mentioned, she recalled that the government has been continuously negotiating with the Trade Union of Civil Servants, and had signed agreements on accepting or not accepting the 2013 and 2014 base reductions.

“That reduction of the salary base that was unjustified back then from 330 to 315 KM caused a floodgate of employees' lawsuits. I can say that they had the right to do so and we came into the situation that we had more than 80 million lawsuits stemming from labor disputes.

We said back then, the moment the budget of the Federation of BiH is not in an accumulated deficit, we are ready to talk to the trade unions and return the salary base to the previous amount. Therefore, salaries have not been increased, but they have only been brought back to the level that was regulated in 2013. This means that we have met the conditions to do this. Today, we have an accumulated surplus in the budget of the Federation of BiH,” underlined Milićević.
