Ramić: HoP of FBiH Parliament can be constituted in 10 days

SARAJEVO, January 31 (FENA) - The Party of Democratic Action (SDA) at today's session of the Presidency of the party expressed the view that in the next seven to ten days, the process of constituting the House of Peoples of the Federation of BiH Parliament could be completed if there is enough political will.

“If this does not happen the old convocation of the House of Peoples can pass the FBiH Budget, which was adopted by the House of Representatives. In this way, no blockade or shutdown could happen in the Federation of BiH,” said the SDA Presidency member and FBiH Minister for Displaced Persons and Refugees Edin Ramić to the press after the session.

He emphasized that after the today's Constitutional Court’s Decision declaring itself incompetent to rule on the appeal of SDA on the CEC instruction, SDA will continue to participate in the election of the delegates to the House of Peoples of the FBiH Parliament in accordance with the disputed instruction which is od temporary nature.

“However, when adopting the amendments to the Election Law regarding the election of delegates, the SDA will insist only on changes to the law that are in line with the provisions of the FBiH Constitution,” underlined Ramić.

He pointed to the conclusions adopted today by the Presidency of the party, which welcomes the normalization of the negotiation process on the defining the post-election coalitions.

“We believe that negotiation processes need to be accelerated to form governments at all levels as soon as possible. Governments should be led by parties that won the elections and represent the predominant will of the voters,” says Ramić.

He considered it necessary to take decisive and concrete measures to improve the position of Bosniaks and Croats in Republika Srpska. If the attitude of the authorities in this entity does not change and finally reflects the Constitution guaranteed rights of Bosniaks and Croats, the SDA representatives, as he claims, would file an appeal to the Constitutional Court of BiH or will address the European Court of Human Rights in Strasbourg in order for the name of "Republika Srpska" to also include the names of the other two constituent peoples in BiH.

He also suggested that the SDA would seek a thorough reform of the BiH judicial system, as well as the transformation of the HJPC and its competencies, in order to restore citizens' confidence in the entire justice system.

“The appointment of Gordana Tadić as Chief Prosecutor of the Prosecutor's Office of BiH has completed the process of anti-constitutional removal of Bosniak representatives from the positions in the judiciary system of BiH. During the period she was performing the duty of Acting Chief Prosecutor, the process of sanctioning those responsible for an unconstitutional referendum on the occasion of marking January 9 as the “Day of RS” was stopped and what began was the process of mass arrests and prosecution of the commanders of the RBiH Army in order to create fictitious ethnic balance in the processing of war crimes.

It is more than obvious that those were the main references and merit for her appointment to this position.

It is absolutely clear that the majority of the members of the High Judicial and Prosecutorial Council are mere implementers of the policies that aim to remove the Bosniaks from the top and executive positions in the judiciary and prevent the Prosecutor's Office of Bosnia and Herzegovina to take on a more decisive stance in tackling corruption,” said Ramić.

Also, the SDA believes that the OHR and the PIC must initiate and finally meet the obligations from the mandates entrusted to them, prevent discrimination, stop the attacks against Bosnia and Herzegovina, and the ever more imminent threats to peace."

“Denial and rejection of the judgments of international courts further violates the trust among the peoples in BiH. A step towards building trust would be for the Croat People’s Assembly (HNS) to renounce the heritage of the joint criminal enterprise (JCE), which, according to the final and binding judgments, was aimed at creating an ethnically pure entity. Therefore, the HNS's call for administrative-territorial reorganization of BiH, based on denial and glorification of JCE, represents deliberate hampering of the dialogue necessary for the implementation of the reforms of the electoral system in BiH,” concluded said Ramić in his address to the journalists speaking about the conclusions from today's session of the Presidency of SDA.
