SARAJEVO, September 23 (FENA) - Minister of Finance and Treasury of BiH Vjekoslav Bevanda said in an interview with FENA that the ministry will try to submit to the Council of Ministers of BiH the Draft Budget of the BiH Institutions and the international obligations for 2019 within the legal deadline, October 1 this year.

According to him, consultations with the budget beneficiaries are in the final phase.
- This is an important segment in the process of the budget drafting, but it is always accompanied by a disagreement between wishes and possibilities. At this point, while the consultations with budget users have not yet been finalized, the requests of the beneficiaries in relation to the established framework for financing of the BiH institutions are higher by about 250 million KM. It can not be said that these requests are unnecessary or unrealistic, but given the possibilities, we will still have to set priorities when determining the budget," said Minister Bevanda.
The Fiscal Council has adopted the Global Fiscal Framework, which increases the budget of BiH institutions by 16 million KM.
The minister states that the increase of the framework of the BiH institutions will be set in accordance with the established priorities, primarily for the financing of multi-annual projects in accordance with the adopted decisions of the BiH Council of Ministers.
"The total budget of the BiH institutions for 2019 was set by the Global Framework of Fiscal Balances and Policies in the amount of 966 million KM, the planned funds for the repayment of external debt are 826 million KM. This is the first time since 2011 that the budget framework has been increased for the BiH institutions," said Minister Bevanda.
Asked whether activities in drafting the budget of the BiH institutions and international obligations for 2019 are slowed down by the fact that the elections are taking place on October 7, Minister of Finance and Treasury of BiH said that they are conducting the activities in the ministry as defined by the law, the Global Fiscal Framework, and the Framework Budget Document.
He emphasizes that the electoral process is something that must not affect the daily work of any institution, especially the most important ministry that creates the most important document in the country.
