Billion KM of incentives spent without control and transparency - CIN

MOSTAR, June 20 (FENA) - According to collected data on allocated incentives in the last seven years, at least a billion KM was spent, it was emphasized at the roundtable of the Center for Investigative Reporting (CIN) "Fiscal Transparency: Incentives without Control and Results", which was held in Mostar today.

"Most incentives were allocated to agriculture, then employment, and what our research has shown is that this money was not spent transparently, there were numerous discrepancies and funds were allocated without control," said CIN journalist Merima Hrnjica.

She assessed that it was determined through individual research and analysis that incentives were allocated on the field based on false documents, false information and there were instances of fraud and abuse.

Research and base that was collected includes the Federation of BiH, Republika Srpska and District Brčko.

"We made a data base which includes everyone who received incentives and from which institutions over the past seven years," said Hrnjica.

Waste management was also discussed at the roundtable and according to CIN journalist Ermin Zatega, waste is not a problem in the world but it is a resource that is used and which gives profit.

"That is still a problem here despite the fact that serious funds have been allocated over the past ten years for restoration of illegal landfills. Our research has shown there is no waste management," emphasized Zatega.

Asked how to strengthen civil society capacity when it comes to monitoring of fiscal transparency, president of Association "Futura" Marin Bago emphasized there has been no communication between civil sector and government institutions for a while.

Today's roundtable "Fiscal Transparency: Incentives without Control and Results" is being held within project "Building Capacity of Civil Society in Fight against Corruption: Monitoring Fiscal Transparency", funded by the European Union.
