SARAJEVO, June 4 (FENA) - World Health Organization (WHO) and UNICEF, in cooperation with the BiH Ministry of Civil Affairs, today in Sarajevo brought together the representatives of the BiH health, education and social sector at a workshop dealing with the International Classification of Functioning, Disability and Health, an instrument intended to help determine the degree of disability of children and young people and recognize their real abilities.
The International Classification of Functioning, Disability and Health for Children and Youth (ICF-CY) was developed by WHO and it observes a person not only in terms of disability and handicap but also in terms of their interaction with the environment, and as part of UNICEF's study a questionnaire has been developed in terms of defining the degree of disability ie children's handicap.
In a statement to the media, Assistant Minister of Civil Affairs of BiH in the Health Sector Draženka Malićbegović reminds that one of the important tasks for BiH's accession to the European Union is the social inclusion of children and the recognition of their abilities and functions on the basis of which they will be able to demonstrate their professional and other abilities.
Professor of Special Education at the Zurich University for Teacher Education in Switzerland, Judith Hollenweger, believes that this classification should help people from different sectors to use the 'same language' when they talk about complex issues.
She explains that, for example, for the health sector, it is most important that children are healthy, for education that they are included in the education process, and for the social sector that children are involved in the society.
"This classification helps reconcile these differing interests in one country and society. That is why the application of such a classification is important," she emphasized.
UNICEF Representative Geeta Narayan says that ICF, apart from health, includes the sectors of education and social protection, and looks at whether the environment is helping the individual to be fully functional or is preventing them in this.
A representative of BiH Office at WHO Victor Stefan Olsavszky considers the classification an important international instrument dedicated to anyone working with people who have some form of disability or handicap resulting from illness or trauma.
The workshop called "International Classification of Functioning, Disability and Health for Children and Youth - A Common Glossary for Understanding Disability" was marked as the first step towards introducing this classification in BiH.
