BiH ranks the worst in the region in obtaining construction permits

NEUM, April 26 (FENA) - As stated on the second day of the 4th Energy Summit in Neum, some of the biggest problems of implementation of electro-energy projects in Bosnia and Herzegovina are deadlines, complex and overly long procedures when obtaining permits for construction and commissioning the work of this type of facilities, and in addition, the participants concluded that problems were also created by different jurisdictions at different levels of government.

Therefore, the participants pointed to the need to urgently adopt the appropriate laws necessary for the quickest possible resolution of these problems.

The Energy Summit is organized by the USAID project Energy Investment Activity (EIA) and the German Corporation for International Cooperation (GIZ) through projects "Stimulating Renewable Energy Sources in BiH" and "Stimulating Energy Efficiency in BiH", under the auspices of the BiH Ministry of Foreign Trade and Economic Relations, the State Regulatory Commission for Electricity, the Regulatory Commission for Energy in the FBiH and the Regulatory Commission for Energy of Republika Srpska.

Head of Development for Renewable Energy Sources at HZHB Miroslav Nikolić emphasized that one of the main problems was delay.

“There are deadlines, but few are institutions that comply with all these deadlines. This is the main cause of all delays. We had various summits, but, unfortunately, we never had any progress,” Mr. Nikolić said, but he thinks this USAID and GIZ’s project is remarkable.

Deputy Minister of Energy in the FBiH Ministry of Energy, Industry and Mining Tarik Begić pointed out that in the FBiH and BiH a special problem is the division into cantons and different legal solutions.

He emphasized that investors have huge difficulties in attempting to obtain permits. Therefore, he said that a comprehensive analysis was done of the legislative and legal framework necessary for the implementation of electro-energy projects.

“Investors will be able, if all the recommendations are implemented, to use the guide for investors to help them maximally,” he explained, adding that through "one-stop shops" they want to provide information to investors, regardless of the level of the project realization.

In addition, he noted that the plan was to allow such places to begin with procedures of issuing permits.

He pointed to the fact that in FBiH one of the most significant problems was the lack of a spatial plan and special spatial plans for certain areas.

According to the information from the analysis "Doing Business", BiH is the worst ranked country in the region when it comes to ease of obtaining construction permits, and it is in the 166th position among the 190 analyzed countries of the world, especially when it comes to energy objects, stressed the participants of the summit. In addition, the fact that BiH is so far behind is devastating, while the first in the region is Serbia, which occupies the 10th place in the world.
