Zvizdić:Progress achieved, political obstruction slow down reform implementation

SARAJEVO, April 18 (FENA) - Chairman of the BiH Council of Ministers Denis Zvizdić said that the Interim Report of the European Commission on Bosnia and Herzegovina had confirmed that progress was made in comparison with the previous period but that, unfortunately, the EC reiterated that political obstruction slowed down the implementation of the necessary reforms.

“Although we should wait for the full report after the EC prepares the Opinion on the BiH’s EU membership application, the fact is that the positive part of the political criteria refers mostly to the BiH Council of Ministers’ work and that the EC says that the CoM remains committed to the EU path, that the key strategies were adopted and that the EC expects the adoption of the remaining strategies, especially the energy strategy that the CoM had prepared several months ago and which was not adopted because the entity authorities have not submitted their opinion,” Mr. Zvizdić said.

The report, he added, stresses the functionality of the coordination mechanism as one of the achieved goals from the Reform Agenda, efficiently used to deliver the responses to the EC’s Questionnaire.

“The report has positively assessed the adoption of an economic reforms' program, as well as emphasizing the progress in the economic sector and the creation of a better business environment, the fight against organized crime, corruption and money laundering, resulting in the removal of BiH from the FATF and Moneyval's so-called 'gray list',” he stressed.

He also said that BiH had advanced in respect for human rights and minority rights, but that one should not ignore the assessment relating to the endangerment of media freedom without which there is no democratic society.

“Another positive part of the political criteria is related to the activity of the BiH Council of Ministers, and that is the cooperation with the civil society sector. The EC also stated and positively assessed the fact that the BiH Council of Ministers had signed the Agreement with Civil Society in November last year,” he said.

From the aspect of macroeconomic stability, Mr. Zvizdić explained, the EC noted a stable growth and a more favorable climate for foreign investments, which is a good message to foreign investors.

"It is our duty to provide them with the effective judiciary and to implement public administration reform in order to keep the trend of significant growth of foreign investment in the future. On this occasion, I call on the entity governments to play a constructive role in the process of adopting the Strategy for Public Administration Reform in BiH,” he said.

He underlined that the European Union had clearly and unequivocally stated to all political leaders in BiH that they must take responsibility and demonstrate readiness to compromise when it comes to the implementation of the decision of the BiH Constitutional Court and the European Court of Human Rights, as well as the adoption of other laws envisaged by the Reform Agenda, which have been blocked because of political games.

He urged all the leaders and participants of current political processes to try to overcome the inter-party tensions and to focus altogether on fulfilling the most important reforms because the European path and economic development of BiH are much more important than pre-election campaigns, the BiH Council of Ministers stated.
