Bevanda: EU institutions stand with us, but we have to make the key decisions

SARAJEVO, April 18 (FENA) - Deputy Chairman of the BiH Council of Ministers and Minister of Finance and Treasury Vjekoslav Bevanda received today Head of the EU Delegation to BiH, Lars Gunnar Wigemark, who officially presented the progress report for BiH to Bevanda.

Wigemark reminded that the European Commission on Tuesday published an enlargement package that assesses the situation in countries seeking to join the EU, and that a provisional report on BiH has been drafted in the transition period between the last report and the preparation of the European Commission's opinion.

As Wigemark added, this transitional report analyzes only certain areas, but does not cover the responses to the European Commission Questionnaire submitted in February.

The report deals with the basic areas that include, first of all, the rule of law and fundamental rights and the functioning of democratic institutions, public administration, and the third segment is related to economic reforms and development.

“In addition to assessing the situation in these basic areas, the report also emphasizes the importance of implementing the Election Law reform, primarily in terms of electing the delegates to the House of Peoples in the FBiH Parliament.

The importance of amending the Election Law is emphasized in order to ensure without delay the smooth conduct of elections in October and implementation of the election results. For this reason, we have continually appealed to all political leaders in BiH to find a solution and reach a compromise on resolving the issue of the Election Law in BiH,” said Wigemark.

He added that the political part of the transitional report stresses the importance of the implementation of the 2010 Constitutional Court ruling regarding the conduct of local elections in the territory of the City of Mostar.

Speaking of some of the conclusions regarding the three base areas of the report, Wigemark said that the first remark concerns certain improvements in the field of human rights and the monitoring of the situation in that area, however, legislative and other frameworks have to be further improved.

Regarding the public administration reform, it is stated that no progress has been made in the past 18 months.

The state strategy for public administration reform has been completed, but its adoption is still on hold. In terms of economy and economic development, Wigemark stated that some progress has been made, but also that BiH is only in the early stages of establishing a functional market economy.

“Progress has also been visible under a significant number of economic indicators. Some progress has been noted in terms of improving the business environment, and the financial sector has also been strengthened, but at the same time it is said that problems still exist due to insufficiently strong rule of law and fragmented and inefficient public administration,” said Wigemark.

The basic remarks heard today at the presentation of the report related to the issue of lack of dialogue and political responsibility to away from the deadlock.

In this regard, Wigemark stressed the need to urgently address the issue of amending the Election Law of BiH in order to ensure holding of the elections in October and unimpeded implementation of election results.

This interim report on BiH, as Bevanda said, shows that the EU institutions stand in support of BiH, but the key decisions are solely on us.

“The remarks that we will read in this report are well known, but in my opinion, it is good that the European Commission has detected problems, in order to focus on them better and to solve them.,” said Bevanda.
