Borovac: Enforcement of disabled children's rights is a vital state interest

SARAJEVO, April 11 (FENA) - Full enforcement of the rights of children and persons with developmental disabilities is a vital state interest, BiH Human Rights and Refugees Minister Semiha Borovac said during the presentation of the Analysis of the Position of Children with Developmental Disabilities organized today in Sarajevo by UNICEF and the EU Delegation to BiH.

She stressed that the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities oblige BiH to create conditions that will enable children with disabilities to be included in all flows of life since early childhood.

"However, creating these conditions should be followed by the financing and resources to which families with children with disabilities need to have access," she said.

Ms. Borovac also stressed the need to develop a strategy for inclusive education of children with disabilities as well as providing finances for its implementation.

UNICEF Representative Geeta Narayan said that today they were presenting the Analysis of the Position of Children with Disabilities, done by UNICEF in cooperation with partners, funded by the EU.

"This is not just another research, but a research that is supposed to help us make those children who are most often 'invisible' to become 'visible' and that their situation comes to the focus,” she emphasized.

As the most worrisome data from the analysis, Ms. Narayan stressed the unsystematic approach to solving the problem, although progress has been made in terms of exercising rights.

In order for the transformation to be carried out, she emphasized, it is necessary to include all segments of the society, authorities, parents, children, civil society organizations and donors.

Head of Cooperation at the EU Delegation to BiH Melvin Asin said that one of the EU's top priorities was protecting and promoting children's rights and that they were working with UNICEF to develop policies and action plans aimed at solving this problem.

As part of these activities, Mr. Asin added, the EU has funded the Analysis of the Position of Children with Developmental Disabilities in BiH and, as a result, has received specific recommendations regarding the protection of those children's rights.

He also concluded that everyone wanted to ensure equal access to health services and education for all children and to achieve that, Mr. Asin stressed that everyone has to work and make efforts.

"Every Child, Equal Opportunities" is the name of the event organized today in Sarajevo by UNICEF and the EU Delegation to BiH in cooperation with the Information Center for Disabled Persons "Lotos" Tuzla and World Vision International in BiH.

The focus of the workshop was on the need to ensure access to better inclusive roles for all children. This includes early childhood development and interventions, inclusive education and social protection services. The Analysis has shown that these are the areas in which children with developmental difficulties continue to face obstacles and various forms of discrimination.
