CCI - Unemployment rate lower by 4 percent since the adoption of Reform Agenda

SARAJEVO, March 27 (FENA) - The Centers of Civic Initiative (CCI) today presented a report on "The State of the Nation", which provides an overview of the implementation and effects of the Reform Agenda 2015-2018, with a review of the progress of BiH in the EU integration process.

Project Manager at CCI Ismar Hota said that since its adoption to date, all the levels of government adopted 61 percent of the Reform Agenda measures.

He added that 23 percent or 40 measures are currently in the procedure, while 28 measures or 16 percent have not yet been adopted.

Up to date, 64 percent of the planned measures have been realized at the state level, 46 percent in the Federation of BiH and 70 percent in RS.

Hota also presented the data that the public debt has been reduced and is now 39 percent of GDP. He added that the public debt dropped by one percent in the last six months.

“Total indebtedness per capita amounts to 3,316 KM, with indebtedness per capita in RS being by about 50 percent higher compared to the one in FBiH,” says Hota.

The CCI report states that the gray economy is still a huge problem in BiH and according to the latest estimates it is about 25 percent of GDP or 7.5 billion KM.

“On the other hand, the unemployment rate has decreased since the adoption of the Reform Agenda by four percent, with the additional 41,000 employees. It is clear that, since the Reform Agenda was adopted, we have had progress in the labor market, i.e. unemployment has decreased. However, unemployment rate of 38 percent is not something that governments should boast about,” Hota stressed.

In terms of the total tax debt, "it amounts to incredible 4.28 billion KM, and Hota added that this clearly points to the absence of the rule of law in BiH.

The amount of debt based on indirect taxes (VAT, customs duties, excises, tolls) amounts to 774 million KM.

The amount of debt based on direct taxes in the Federation of BiH (tax on contributions, contributions, other taxes, etc.) amounts to 2.3 billion, and in Republika Srpska this amount is 1.16 billion KM.

“The biggest debtors based on unpaid public revenues are public companies or enterprises with majority state ownership or co-ownership,” emphasized Hota.

As for the EU integration process of Bosnia and Herzegovina, Hota assessed that it has been "horribly slow and in terms of the responses to the questionnaire, we were the slowest in the region".

"A candidate status is still just a faint notion and certainly it will not happen any time soon,” concluded Hota.
