Minister Opsenica warns publicly managers of hospitals

MOSTAR, Mar  16 (FENA) – At the press conference held on  Friday in Mostar the Minister of Health, Labor and Social Welfare of the Herzegovina-Neretva Coanton (HNC)  Goran Opsenica warned publicly  the  managers  and management structures of health institutions in that Canton about material position of health workers and accumulated debts in hospitals.

The relevant  minister  wonders how the managers  and management structures  have failed over the years to allocate part of the funds received from the Canton (grants, loans, transfers) at least symbolically  to improve the material status of the employees,  instead of making a debt of more than KM 100 million.

Speaking about the demands of the unions of the health care workers,  the minister  pointed out complexity of the situation, adding that  the institutions  and their founders  were waiting for the problems to be solved  by the HNC Government.

 As for the  number of health institutions in the HNC (12 health centers and  3hospitals) and the number of employees in them (3693), Opsenica  holds that  the health system is overstaffed and extravagant.   

On the occasion, the Minister said that from 2012 to 2018, the  Institute for Health Insurance  of the HNC had  increased its funds by   35% or KM 24  million for financing health institutions, adding that the material rights of employees remained  unchanged.

- The consequence of a permanent  increase in funds  for health care institutions is a mild percentage of the financial plan of 13.8 % for basic rights of insured persons (drug, orthopedic and other aids, out-of-canton  treatment and sick leave), which is convincingly the lowest percentage of allocations in the FBiH, Minister Opsenica explained.

 Minister underlined that the government was not an employer to doctors, but  a party  in  the negotiations, adding  that it  had taken over the role.

He  underlined  that the call to the vocational Union of Doctors and Dentists was open despite their having refused  to sign a protocol on negotiations and announced a strike  for March 19.

He reiterated that the collective agreement could be concluded as a branch, general,  and individual, adding  that collective branch  agreements for workers  in health institutions are concluded by the competent ministries and cantonal   governments with the trade union.   

To remind, representatives of the HNC Government recently met with representatives of the Trade Union of Doctors and Dentists in the HNC.

They once again pointed out that, through the collective agreement on the rights and obligations of employers and health workers in the HNC, for each category of health care staff, all the elements for salary calculation, as well as other rights and obligations are defined.

The  professional trade union of doctors and dentists of the HNC  demands   from the Government  the signing of a separate collective agreement for doctors of medicine and dentistry, as it has been done in other cantons,  as well as increase in the hourly rate from the current KM 2  to KM 2.6  and increase of the coefficient by 1.2 for all medical groups - for doctors of medicine, specialists and subspecialists.

Earlier it was announced that if a strike  was staged  on March 19, doctors would  treat only the patients whose lives  were endangered and whose permanent condition  was  threatened by permanent disability.

Oncologic patients and pregnant women will be treated  in the  regular order, and everything else will be put on hold.
